Public Protector Advocate, Busisiwe Mkhwebane has red-carded the Free State Department of Agriculture following findings of gross negligence and improper conduct, in the Vrede Integrated Dairy Project.
“The lack of effective, efficient and transparent systems of financial and risk management as well as internal controls amounted to gross negligence and maladministration,” said Mkhwebane.
According to Mkhwebane the department could not provide documents, policies or measures to demonstrate that proper financial control and risk management of the project had taken place.
Additionally, there is no evidence indicating, the Accounting Officer authorized the provisions of the agreement in respect of the control over the Project.
In a statement issued on Friday morning, Mkhwebane has directed the Premier of the province to initiate and institute disciplinary proceedings against all implicated officials that were involved in the project.
South African National Prosecuting Authority (NPA), have also conducted an investigation and released a legal indictment which implicates government officials who face corruption charges.
